The International Development Centre for Africa (IDCA) is a non-political, non-governmental, international organization whose principal activities are training, consulting, research and management development, which are conducted mainly in Africa.
The Centre is located in Mbabane, the capital city of Swaziland in the Southern Africa sub-region. IDCA conducts business activities throughout anglophone and lusophone countries in Africa.
IDCA New Premises, Mbabane, Swaziland NAVIGATING THROUGH MURKY WATERS - UNDERSTANDING AND MANAGING WATER SCARCITY Water as an abiotic natural resource is similar to air, although inimitable when compared to other abiotic resources such as gold and iron in its necessity for human survival. The continued use of the fresh water over decades has seen little regard for potential limits to its supply. Although an aerial view of the earth reveals a planet mostly covered in water, fresh water, which is at the central to discussions on water scarcity, is a vulnerable and finite natural resource (UNCED, 1992). Understanding water scarcity is necessary in order to manage it. Water scarcity can take on one or any combination of three forms: namely physical, economic or institutional scarcity.
